Allow Leaf Litter to be placeable on water

Leaf litter can currently be placed on almost any block (even not full blocks like chains), but not water (and also leaves).

I suggest to allow Leaf Litter to behave like Lily Pads, and be placeable (and maybe also generate) on water blocks. Dead leaves are very light and should be able to float. This would allow for some beautiful sceneries in forests where the trees are nearby water.

(Maybe also add a compacted leaf litter block and allow dead leaves to be placeable on normal leaves blocks)

  Yes!

  I'd also suggest that unlike Lily Pads, you can't stand on floating leaf litter, but will pass through.
