Groups of small fishes in the ocean

I have an idea that uses similar mechanic like the Firefly Bush. How about some type of plant or coral on the ocean floor that would spawn small 2 pixels long colorful fishes that would be just for ambiance. They would spawn in a group of 20 or more fishes swimming coordinately in the ocean. I think this would make the ocean feel more alive and diverse.
