Bushes and Firefly Bushes Should Not Drop Themselves Without Shears

I think that the new bushes and firefly bushes should not drop themselves without shears or silk touch. This would keep it in line with other existing vegetation like grass and leaves. Additionally it would make getting them slightly more rewarding while also not cluttering up the inventory if accidentally punched.
