Village bomb

It's like an ice bomb that when you throw it at the ground, it creates around 8 blocks of ice in the water, if you throw it at the ground, according to that biome, it builds a village. Or, if you throw it in the water, it creates a floating village in the water, even though I know that is not a thing, it should be just like a normal water on fences to make stilt like thingamabobs :) these are my ideas It would be really cool!!! :)
