HUD elements to indicate latency variation, high latency, and packet loss

This would add an HUD element whenever there is a connection problem between the server and client. Ideally, icons to indicate connection problems would be themed after Minecraft, for example high latency could be represented by a monochrome version of the Repeater item set to max delay.
