As of right now, custom made "4D" skins, or skins that have a custom model and don't use the default humanoid model, don't load properly. The texture gets wrapped around the default model, and not the custom one made. This problem only works with importing custom skin packs into the game, not with resource pack 4D skins.
4D skin packs allow for the skin and model to only be shown on the pack user, and it allows for the skin to be shown to other people. Using the resource pack option directly edits the player model and texture, which allows for the skin to be shown. However, the resource pack version can only be seen by you, and having other players download the 4D skin pack will their skin be changed without will as well.
Yes, I do know that custom "4D" skins were intentionally broken to stop major exploits that allowed for unfair advantages. The only reason you can still have some "4D" skins exist is because they came directly from the Marketplace, as Marketplace Partners (The people who make worlds, skins, and addons for the Marketplace) are trusted and looked over by Microsoft, who make sure that the skins will not give other players an unfair advantage to the games.
Limitations for custom 4D skins could be added to limit maximum and minimum model sizes, blacking out transparent skins so the player could still be seen, and possibly even warping hitboxes to the model size. (collision would stay the same)
