There's options to turn off so many things but stopping water from turning to ice in cold biomes/high altitude is only possible by changing the randomTickSpeed to 0.
It would be extremely useful for creative players or map creators to stop ice from forming in cold biomes or at high altitudes when the player/creator doesn't want ice there. For example I create maps that have rivers start in y300 or higher (with datapacks) and water freezes at high altitudes, even in biomes that make no sense.
