Leaf Litter dropped from decaying Leaves

When a Leave block decays after its supporting logs are removed, it should have a chance to drop Leaf Litter items, in addition to sticks and saplings. 

While Leaf Litter can be obtained via smelting Leaves, this would be a more immersive way of obtaining the block and would allow for easier collection of large quantities.

    Leaf litters should be able to be combined into a [persistent] leaf block, which would lose their transparency
