Make leaf litter drops require shears

Currently, leaf litters have a lot of coverage on the surface of forests. I feel that due to its large quantity, it can negatively impact building and inventory management. Therefore, I propose that leaf litters should only drop themselves when broken with shears and therefore potentially allow for blocks to be placed right in their place like with tall grass. Either that or tone down their usage because personally I believe there are a bit too many leaf litters in forests.

  we need this! I can't build in a forest anymore without getting my inventory filled up. It's always getting clogged up with leave litter and it's annoying. I doubt the devs will remove it so this seems like the best solution.

  Great suggestion. silk touch tools could also be capable of getting drops if this change is made
