Villages don't naturally generate in jungles or swamps, but they can still spawn adjacent enough to these biomes to where the villagers close by have special, unique jungle or swamp villager skins as a result. I thought it would be enjoyable if the feral cats that spawn in villages could, just like the villagers, possibly spawn with one or two unique, biome-specific skin variants assuming the block that they spawned on is inside the boundaries of a jungle or swamp biome. These skins would be equally likely to generate as any other cat color, so they would be quite rare. This would encourage players to look for villages in unusual places, or build their own village to get cats to spawn.
This also matches the mechanics of frogs and wolves as of 1.20, in which their coloration upon first spawning varies by biome. It's possible, though highly rare, to obtain cold frogs that spawn in areas where swamps and cold biomes meet.
Some players miss taming the Ocelot mob to obtain cats, and so a spotted Cat skin (like a Bengal cat) for the jungle would be a way to add a homage or substitute without having to alter the Ocelot mob. Alternatively, the jungle cat variant skin could match the rusty wolf skin of the sparse jungle. For the swamp, a cat that looks highly distinct from the solid black variant would probably be the best (maybe a silly-looking hairless cat). I'd like to share my custom cat skins as a proof-of-concept, but I do not know if posting links or images is allowed.
