Allow the Migrator Cape to become claimable for every account

I believe that the Migrator Cape should be available for every account. What I mean by this, is that every account no matter how recent your Minecraft java account is to be legible for the cape. Here are a few reasons why this would work.

1. The cape is heavily wanted by the community. When this cape was announced, many individuals were annoyed at Mojang for allowing most players to be granted a cape and not the rest, this is also because it is the most common cape in the game with 5 - 6 Million players owning it. So I think this would be a great reason.

2. This kind of cape already exists on bedrock. Another good reason for this is because this kind of cape already exists, for those who don't know, every bedrock player is granted the PAN CAPE which anyone can claim on that version, so why not do the same for java?

3. This cape can be a Great starter cape. In many other games you can play, you can most likely find a starter item or accessory to use whilst playing that game until you can get a better one, this would work greatly, as people will be able to use a cape on java if they want one but there are not current events and don't want to use third-party mods. 

Sorry for adding lots of text into this, however I wanted to make the point clear that you cannot complain that this would work PERFECTLY in the cape community, especially for those who are so desperate for a cape, tell me what you think?
