As it stands, players who create a new world are presented with one main creation menu "Game", and 2 *optional* menus "World" and "More" leading to many new and uninformed players never exploring the other menus and thus, never learning (on their own) they can change gamerules/use experimental features/apply datapacks.
Making the world creation screen go *through* all menus, Game to World to More, would potentially show players that they have more control over how their world is created than the segmented menu does right now.
One final thing would be adding some kind of brief description to each menu, just "Game" doesn't really cover what all is in the "Game" menu, neither does "World" or especially "More" and so even if the player was forced to look at each menu, they might not understand what they're looking at.
