Add Gamerule "BreakEnderEye"

Honestly, this needs to be added. Why not, when there's something like VanishEnderPearls? If you set the BreakEnderEye game rule to False, the eyes of ender will no longer break. If you set it to True, they'll break like normal, with a 20% chance. If this isn't added, I won't play this game.

    The chance of the eye of ender breaking could be determined in the gamerule.
