Color detector (using the CREAKING HEART in the crafting recipe)

Color detector block can work similar to the observer but instead of detecting block state changes it detects a blocks color, an example is concrete blocks, there are 16 color variations of the block which can match the 16 signal strengths that redstone blocks can emit, an example of this is white can emit a signal of 1 and black can emit a signal of 16 or vice versa, the redstone signal that is emitted from the color detector is continuous signal like a lever switched to the on position.
