Player placed Creaking Hearts should work during the day

At current, the Creaking Heart only working during the night time can be quite restrictive on the creativity of players with the new creaking puppets, as they would only work during the night which is not something the players can force to happen, especially on multiplayer servers.

Similar to how Skulk Shriekers will not summon the warden if it is placed by a player, i believe that the Creaking Heart *should* spawn Creaking Puppets during the day when it is placed by the player.

This would allow for much more flexibility to use the creaking puppets in creations such as minigames, redstone creations, and builds in general.
