As a game design student, I think it is a design flaw that creepers can spawn in the pale garden. Let me explain:
The creaking, by requiring you to look at it to be safe, leaves you extremely vulnerable to creepers, which can sneak from behind and deal massive damage. The alternative is to ignore the creaking most of the time, which is not how the devs intend this to go.
Other mobs such as zombies and skeletons will add to the challenge nicely (and better if their spawn rates are reduced), but the creepers make it nightmarish to the point that it isn't fun, only risky.
Creepers should not be the greatest threat in the gardens - it should be its exclusive mob, the creaking.
