the phantoms were a disappointment and a source of hatred on the mob vote for many people and are disliked to the point of using a gamerule to remove them. obviously the gamerule to disable them is good but I would prefer not to have to use it, it feels like loosing a feature.
because of this i think they need a change. the mob itself is not bad the spawning system ruin it potential for 3 big reason:
1) they are not defeatable, since spawn continuously killing them is pointless. The best thing a player can do to avoid them is to leave only one alive to avoid them instantly spawning 5 more..
2) works very poorly in multiplayer forcing to sleep when not possible.
how this problems can be solved while also improving the phantom fighting experience:
phantom spawning should be similar to skeleton horse or zombie siege. because raid offer a way to make the game less monotonous. and having a raid spawning system would fix these 2 problems.
they should spawn in larger groups 7~20 to offer a real difficulty instead of a not-treathening annoyance to the player. or forcing pressure on the player to sleep when it is not possible. the conditions in which to make them spawn can be multiple based on weather height biome or sleeping, those are not relevant to the post and the decision belongs to the developers, the relevant part is the way they should spawn. I simply recommend a time of 40 minutes or more between one raid and the next.
