Make the new ender pearl load bahavoir a gamerule

Give players an option to toggle off the new chunk loading behavior of Ender pearls. On larger servers where a lot of players like to suspend their pearls in water in multiple spots and each others bases this can cause an avoidable amount of lag.

    Either a gamerule to disable/enable the feature (can be enabled by default) or a gamerule to limit the amount of pearls that can load chunks (default could be infinite).

    This new change does make me worry about potential lag as it's very easy to setup.
