I think the game would be way more fun if rare treasure enchants such as mending and frost walker could only be found from fishing and structures, and you can just remove all treasure enchants from villagers trades to make the process of getting mending feel meaningful and not easy. You could also makes the max book level the librarian sells the level of villager
