Revert enchanted Apples nerf

So in the recent beta 1.21.40 there was a parity change that caused the enchanted Apples to give Regeneration II (2) instead of V (5) and that nerf is extremely unfair due to the current healing system taking 40 seconds to heal the player, the enchanted apple is commonly used for the wither boss fight, who gives you constant wither effect and damages you, it would be tragic for players that have some difficulty in already defeating the wither now, imagine how much worse will it be with that change being implemented. So I suggest we revert it and bring it to java edition, it would make the enchanted golden apple more useful there and everybody would be happy

    I know it's been 4 months, I still see no reason why this happened. Would'nt it have been better to either leave it alone or to make both versions have regen 5? It makes the apple just that much less worht it to get now that it's been nerfed to Java's level.
