With the introduction of the component system to Minecraft, players have had much more control and ability with creating custom items. However the component system is limited as it can't override some item abilities. As an example, there is no way to prevent a spawn egg from spawning a mob, a block from being placed without adventure mode, a hoe from tilling the ground, and many more. I propose a component that can control this. You would be able to make any item place a block, summon a mob, modify a block, and more. You would also be able to remove this component the same way you remove other components from items (As an example, the way "!minecraft:damage" would remove the damage component), preventing players from placing the block/using the tool depending on the scenario.
