Datapack and Resource Pack Version Numbering Format

Suggestion: Datapack and Resource pack version numbers should use the 1.1 format when the pack version is introduced in a snapshot, and once all changes are finalized and shipped with a full minecraft version the version will fully increment (to 2.0 in this example)
