"Lava converts to source" Gamerule Update

Apart from the regular On and Off settings, this command now has a new setting: Nether.

This is the new default setting.

Lava only converts to source in the Nether, balancing things out while making sense.

Currently, lava flows like water in the Nether, so it's unusual that this doesn't already happen.
