Currently: Through the use of commands and item components, you can summon or give a custom crossbow to have any item you like as a "charged projectile". However, unless the item is already accepted as a crossbow projectile in survival, the crossbow will default to firing an arrow that drops the relevant item when collected. For example, if "snowball" is specified as the charged projectile, an arrow is still fired, but it gives the player a snowball when they go to pick up the arrow. That's cute, but a bit odd.
Proposal: Any item that has a projectile form (fire charge, snowball, wind charge, ender pearl) should be the projectile fired from a crossbow if it is set as the charged projectile in the crossbow's components. For bonus points, non-projectile items could simply drop from the crossbow when fired, maybe with a slight launch.
