"Normal skeletons spawn in the Soul Sand Valley, but it doesn't make sense that their arrows don't have any special effect. My proposal is a skeleton that shoots fire arrows, but this effect would be inherent to the skeleton itself, meaning the arrows wouldn't be enchanted."
