Realm owners should have full power over permissions. Currently, they cannot use admin commands like /tick and others. I believe that they ought to be allowed to change permissions in a more substantial way than they can now. Here is what I suggest:
Add a section to the players tab of the configure screen labeled "permissions" that has a list of all players and their permission level (I would also suggest adding something similar in the world options page for command blocks). Clicking on the permission level will show a dropdown menu that lets you change the permission to level 0, 1, 2, 3, or 4, which may be labeled as "Non-operator," "Game Director," "Operator," "Host," and "Admin" respectively. Perhaps, additionally, add a fifth level that allows that person to change between the worlds on the realm, but not change permissions.
I believe that this would solve a problem with the Realm owner being limited on a service that they pay for, while giving an alternative to a dedicated server, where you have to go into the files to change permissions like this.
