A new decorative Copper block (From the Trial Chambers concept arts)

I was looking at the Trial Chambers concept arts and i saw sometime interesting in this one:

This Copper blocks with the blue line! What if we add it in game?

I don't know what name could have but I think we could craft it with 4 Copper ingots and one Breeze rod or Glow ink. Another ideas is make it shine, but not like torches (for example), shine like the glow item frames (or Glow squib, Enderman eyes, etc.). A light blue shine that can be turned on and off 1) like the Copper Bulb, 2) when receives Redstone energy, or 3) just still on all the time.
