It's a common talking point that people find the Phantom annoying, but personally I'm not a fan of the fact more people call for its removal than come up with tweaks for it. You don't fix a botched paint job by tearing down the wall so I figured I'd offer a few ideas that might help the mob become more tolerable for the community.
1) Decrease base Phantom HP:
Phantoms do not look like they would actually have the same hp as a player or a wither skeleton. This isn't just something that would make them easier to deal with but would double in making their health feel more realistic for the skeleghost-rays that they are.
2) Make phantoms avoid lit areas:
This allows builders to be relatively uninterrupted so long as they remember to light their work area well enough. It also generally makes the phantom less intrusive as now you can more easily choose whether you want to deal with them or not.
3) Cap the amount of Phantoms that spawn each night:
Currently in Java edition a flock of phantoms has a chance to spawn every couple minutes while the player has Insomnia, which can be anywhere from 1-4 at a time depending on the difficulty. This can absolutely get excessive, especially with the current HP of the mob allowing it to survive a player's attack even when it is alone. Perhaps there could be a more hard cap on phantom spawn numbers (say maybe 6 per night), which could still be based on difficulty, but also prevents players being swarmed by too many at once and being overwhelmed.
