Bring back the old “Librarian” Achievement to Java Edition

The Librarian Achievement was an achievement that needed the player to place bookshelves next to enchanting tables. This achievement was useful as it showed players that bookshelves powered up enchanting tables in game, with there really being no other intuitive way to figure this out without the use of information from outside of the game. While it is still in Bedrock Edition, it was removed from Java Edition in 1.12 with the removal of achievements, making it almost impossible for Java players to figure out the enchantment system in game. It could be added back as an advancement in Java, possibly being located in the Minecraft tab after you complete the Enchanter advancement. It would help out players who want to figure things out for themselves, and it would make one major system more intuitive.
