Out of all of the mobs who can break blocks, endermen are unique in being essentially impossible to prevent from spawning. Short of creating a mob switch, there's no way to stop them from teleporting into your well-lit garden and moving things around. I've seen a few suggestions for how to deal with this issue, from removing the block-breaking behavior altogether to adding a block that endermen will not teleport around, but I would like to offer one more solution: make the endermen only pick up naturally-generated blocks.
Every block that the enderman can move already generates naturally in-game, but I think that an easy way to prevent endermen from ruining players' builds while retaining the block-moving feature is to have endermen only be able to pick up blocks that existed in the world upon generation (similarly to how only sculk shriekers that are placed upon world generation can summon wardens). In addition, to prevent endermen from PLACING blocks in unwanted areas, they could only be able to place blocks on other naturally-generated blocks as well.
I'm hoping that making this change would be able to keep the original feel of the enderman, while also giving players a way to prevent them from breaking player-created builds. Because currently, the only way to guarantee that is to disable mob griefing entirely.
