As of Recently, there have been a lot of new Capes being released. The Cherry Blossom, Purple Hearts, Followers, 15 Anniversary, and Vanilla, for example, I also mention these Capes because people who own them, have them on both Java and Bedrock. So far this seems to be the running theme with new Additions to the Capes, so the idea is if these new capes are getting parity, then why shouldn't old ones? There have already been plenty of people discussing this exact topic here and on other forums and websites, so it feels like I'm preaching to the choir but I'm still going to put it here anyway. so here are some reasons
So Far Accounts have already been migrated to Microsoft so that both versions of the game use the same accounts, and purchasing Minecraft gives you both versions of the game now, this is already a great starting point for account parity as it would the process of cape parity much easier, Overall with the development of Minecraft there have been great strides to make each version as close as each other as possible, sure both are in different coding languages and they have their differences, but both have been kept up to date with each other to provide a user experience to people across multiple platforms, whether mobile, Desktop or Console its there.
On the topic of User Experience, for example if someone lost there PC who had a Minecon cape they could then use it on bedrock on the phone or console if they have one, I would continue here but I'm out of characters.
