Balancing the Mob Vote

Instead of straight up canceling the Mob vote, a solution could be to have the mob with the most votes added first and the second most voted mob would be added in the following update. And the least voted mob would not be added ever. This would balance out the mob vote as a whole, and might bring some of the community together.
