Burst Fireworks should use Wind Charges instead of Feathers

Currently, to craft Fireworks with the "Burst" effect, you have to put a feather in the Firework Star recipe... Now that 1.21 is coming out, I think the feather should be changed to a Wind Charge instead.

It fits the theme better (cause lets be honest, using a feather for a firework feels a little random), and it also adds consistency with the Fire Charge (since that is used to make the "Large Explosion" effect).
