Custom Capes at a cost

I feel as if custom capes should be added and they are customizable like banners or such, and they should be free or sold at a monitary cost so it benefits mojang/microsoft like 5-15$, and due to the already added reporting system i dont see how hard it would be to moderate what goes onto the capes.
