A way for pets to walk on powdered snow

In my world of about a year now, all of my dogs and my horse died because they fell in powdered snow. I know that dogs can teleport but I was unable to save them. I just want a way that I can guarantee my pets stay safe from powdered snow so this doesn’t happen to others. A concept is either making it so dogs and cats can’t sink because they are light and maybe like have horses wearing leather horse armor not sink or anything wearing a saddle won’t sink.
