Data-driven noteblocks

As 1.21 has made many things data-driven, i think that adding noteblocks to the group would be a great idea for datapack and map making

It may be difficult because it's a block, not an item, but it may also be possible because of the data-driven banners.

This way datapacks could add custom sounds that would be perfectly usable in survival mode, it's not even needed to make it so you can specify which block has to be below the noteblock (even if i would appreciate it but probably it's a bit too much), as im sure the community would be able to do it by themself.

The possibility to add new instruments to the noteblock could be a solution to the problem of being unable to create custom blocks with datapacks: a resource pack would search for the instrument in the noteblock blockstate and give it a chosen texture, therefore creating 24 possible new "blocks" per instrument
