Nether parity

I play bedrock. I want to build above the nether like Java. 2 suggestions, 1 increase build height and put cave holes in the top of the nether of unloaded areas for access... 2 increase build height and replace the top bedrock with new block that is breakable but difficult, maybe it requires a special tool... it makes a flat land in survival...
