The design of the XP bank should look a chest, but infested with XP particles. And just like a chest, if you place two XP banks side by side, then it will become a large XP bank. To make hardcore mode for bedrock edition better, you should allow bonus chest on, especially if you want to survive on a flat world that is on hardcore mode.
