(Java Parity) Allays shouldn't force teleport through portals with player

In Java Edition, Allays are not forced to teleport with the player when a player enters a portal. In Bedrock, nearby allays are forced to teleport with the player if the player enters the portal, even if the allay did not enter the portal. As a result, this can break many item sorters. Allays should not be forced to teleport through portals with the player on Bedrock.
