Make the Tiktok Cape and the Twitch Cape permanently available

Not everybody can get the TikTok and Twitch capes for Minecraft’s 15th anniversary for several reasons, but not limited to these reasons in general:

• Either someone might be too young:(https://feedback.minecraft.net/hc/en-us/community/posts/26756702832269-kids-cant-get-the-new-capes)
• Either someone is too busy
• Someone may be too injured or too ill
• Someone might not want to use those apps for many reasons.

The capes should be available permanently after Minecraft’s 15th anniversary, because otherwise if conditions change in general, it might be too late to get the capes.

  I'm not normally a TikTok viewer. I've followed the instructions on multiple streams for days but I have yet to get a code. All of the streams I've watched claim to be able to reward capes. I don't know what's going on. Either I'm doing something wrong and don't know what, the TikTokers I've been watching are lying for views, or this is just plain broken.
  
  I got the other capes just fine, the TikTok experience has been awful.
