Moving capes between accounts

Minecraft/Mojang support has made clear that they do not sell or move capes between accounts. The first statement is understandable, capes are meant to be exclusive items and selling them would only make capes less special for those who earned them. But, why not moving capes between accounts?

Minecraft is a game that requires a microsoft account to be used, if something happens, and you lose your microsoft account, its reasonable that you could at least recover the capes from the lost account (assuming, of course, that you have your Transaction ID) and transfer them to a new account. 

Besides, this offers the possibility of gifting capes, and if you dont want that to be a thing, make so you can only ask for a cape transaction when deleting your account, that way, gifting capes isnt a possibility since you would need to sacrifice an account to do so, and if someone wants to create a fresh new account (lets say, starting over on a server or something similar), this lets them "migrate" their capes.

And its not imposible since custom capes have been gifted in the past to special players (Example: The Millionth Customer cape was gifted to "akronman1" for buying the millionth copy of minecraft), so it would be a matter of simply deleting a cape from a certain account and uploading the same cape to a different one (Capes have been removed from players in the past).
