Set max players command (Bedrock Edition)

I tried making a Minecraft server on bedrock but my internet provider has restriction. So I found the /setmaxplayers command but when I tried it on my survival world it told me I need cheats to use this. I dont think we should need cheats to allow more of our friends to join.
