Ways to improve votes, instead of removing them altogether

Instead of the losers being gone forever, maybe have them return in feature votes? So many wonderful ideas have been wasted, and mob votes are to blame. But instead of removing them altogether, why not bring them back in other votes? Or maybe the second highest will be featured again for another. Chance? Mob votes are hated, so why not fix them? This is just a suggestion, so do as you choose mojang!

    Sorry if it's a lot to ask for, just wanted to propose a idea to change mob votes, instead of outright removing them, but it's your choice!

    Also another suggestion for the game, this time about the mace, could you make a enchantment that makes it deal no damage and can stack with wind charge enchantment? It's strange but a way to use the wind charge enchantment to parkour in certain maps, also armadillos are cool, new mobs are always a plus, so its great to see a new one

    The devs have confirmed multiple times that mob vote losers aren't gone forever. Both on twitter and directly stating such in minecraft live.
