Add component to maps to control what structure or biome it leads to

While writing this out, I looked into it and found this is actually possible via loot tables with datapacks, but I still feel it would be a good idea to grant this ability to commands. The component could even be applied to blank maps, so the player can open them whenever they want without having to worry about their game stuttering while Minecraft tries to locate the specified biome/structure
