Using pick block to empty hotbar slots

In survival, using pick block while not targeting anything, or while targeting something you don't already have in your inventory, should move whatever's in your current hotbar slot into your inventory, leaving that slot empty. If I try to use pick block on something and it turns out I don't already have it, I probably want to pick it up and immediately use it without having to fish it out of my inventory, which can be pretty cumbersome on controller!
