(Legacy Console Parity) Water in the cauldron should act like water

On the Console Edition, water and potions in cauldrons act like water when you move around in it. On Java and Bedrock, this does not happen. Cauldron water and potions in cauldrons should act like water when the player moves in the cauldron water/potion on both Java and Bedrock.
