I think every redstoner knows the risk of water near their creations. I also often want to cross redstone lines right on top of each other or even better to move redstone components more dynamically using pistons. A framed version of the basic components would be a very simple way of introducing this function.
The new grated copper block would be ideal for the implementation of "framed redstone":
Combining a redstone dust and a copper grate to get a "framed dust", that does the same as a normal redstone dust, just that it acts as a block that can be moved and can't get washed away. The same functionality could also be implemented for repeaters, comparators and torches and would be an amazingly useful addition
Alternatively redstone dust could fixed to the ground by waxing it to make it not get washed away by water. I don't think the two features would be conflicting but the framed blocks provide more functionality and there would certainly be lots of decorative purposes and other emergent complexity opening entire new possibilities without effecting any existing features
