(Java Parity) End support for 32-bit devices

Java Snapshot 24w14a ended support for 32-bit devices. It should be the same on Bedrock.

Pros:

• Less work for Mojang.
• Better for old devices as they may not work well with otherwise further feature updates.

Cons:

• Some devices won’t get Minecraft Updates anymore, meaning no new features for these devices.

  Ending support for 32-bit devices in Bedrock may be required for this linked post, or 32-bit devices may struggle with 64-bit calculations in Bedrock Edition:

  In October 2021, someone on Twitter was not able to load and play the new 1.18 worlds stably on their then-4 year-old phone. This is why support for 32-bit devices should be ended. Of course, 1.17 terrain support could be possible on old devices.
