Shrinking and Enlarging status effects

Shrinking reduces size, movement speed, attack damage, and health. Each level of shrinking would remove 20% of size, so with shrinking II, you would be 64% of your original size. Each level of enlarging would add 20% of size, so with enlarging II, you would be 144% of your original size. The Ender Dragon and Wither would be immune to these effects.
