Team Specific Glowing

There should be a new setting with the /team command called glowingEffectVisibility. Just like other settings such as deathMessageVisibility, you should have the option to choose between 'always', 'hideForOtherTeams', 'hideForOwnTeam', or 'self'. All these options work the same as they do for the deathMessageVisibility setting. However, 'self' is a new option that will only display the glowing effect to the player with the glowing effect.
